Make all lightroom adjustements part of an adjustement mask

Right now any adjustments made outside an adjustment brush is applied to the whole image, and then additional adjustments can be made via one of the adjustment brush tools to a masked area.  Why not just make it so all adjustments are applied to a mask, and the adjustments can be layered like in photoshop.  It already kind of works that way, it's just you can't apply a mask at the top level, and certain adjustments (ie raw noise reduction), can't be applied through a mask or stacked.

I'm not a fan of making LR as complicated as PS with layers and what not, however I do like a portion of your idea - that ALL adjustments (including HSL, tone Curve and detail panel sliders) should be "brush-able" using the bush tool and usable with the radial and graduated tools.
