Photoshop: Major Version Upgrades: => Migrate user settings to new version

Adobe Photoshop CC. Each year when a major upgrade comes along, I need to track down and re-install all of the custom actions, brushes, etc that I use. They are stored in C:\Users\ken\AppData\Roaming\Adobe\Adobe Photoshop CC 2019\Adobe Photoshop CC 2019 Settings. When you release version 2019, please migrate these settings so I don't have to. It would save lots of time and I would think make many of your customers happy!

There is a script that runs during install that migrates preferences and presets - this works for most customers in my experience. If it didn't, we'd have thousands of complaints instead of a handful. It sounds like that didn't work for some reason or you have "Import previous settings and preferences" disabled in the Advanced Update Options:
