Macbook Air crashed, cant deactivate Elements 13

I have Photoshop Elements 13 on a Macbook Air that will no longer boot up so I cannot deactivate it. I wish to transfer that license to a new Macbook Air that I just purchased.

Does anybody know how I can do this without buying a new version of the program?

Just install on the new system. If you have a problem activating on the new system, then you need to call Adobe Customer Support, explain what happened, and they can deactivate all previous activations.
