Are any of the 3D features enabled on your system?
You do have a lower end GPU that barely meets the minimum requirements for VRAM. Even connecting a second display would reduce the VRAM below the minimum requirements.

What version of Photoshop are you using?
And what does Help -> System Info say about your GPU?

Still doesn't work... Any other tips? Also I've read that you need extended version of cs6 not the standard, does that apply to Photoshop cc 2014?

Also I have OpenGL On should I turn it off?

OpenGL has to be on for 3D features to work.
And all the extended features are already available in Photoshop CC and CC 2014.

I'm not sure why you aren't able to use the 3D features - everything looks like it should be working.
