Mac Mohave + 2019 Photoshop CC + Hardware all good = Lagging behavior a constant

Even for the simplest thing like making a selection or resizing an image.  Bouncing Beachball  occurs.   It stops within a few seconds but often lasts 15 or more. RARELY if ever happened with CS6 or prior OS. Thanks!

Ken, that sounds like a system problem that needs addressing. Do you have plenty of RAM? A failing or just slow /full HDD. Or something else in the background hogging resources?
Check using
Resource Monitor (Utilities/built in)
Etrecheck (AppStore)
Clean up using Onyx, with just the defaults (free)
And lastly, MalabytesMalaware (free version)

None of these are destructive.

The whirling wheel tells me it’s waiting for something to free up resources.

I'm maxed out at 16GB of ram 900GB of free space on the internal + 4T scratch disk.  But we'll see.
No time right now to run any tests, etc.  But thanks for the thoughts!  I will report back when possible.

Decided the stay in my chair and look further.  You suggested the "resource monitor"  and I'm guessing you meant Activity Monitor.  In any event, went to the Activity Monitor and turned off the CEPHtmlEngine under the CPU Usage column which had very high usage. First had to see what it does which I found here: https://helpx.adobe.com/x-productkb/global/high_cpu_usage_cephtmlengine.html  It seems to have worked. Either way, thanks for the suggestion.  Much appreciated.  Many other have this issue it seems.  Seek and ye shall find.

Good find. Glad to see you had some success.
By the way, it maybe comes back on a reboot ... 
I'm lucky here, it doesn't seem to be running at all on mine.?
