LR6 (perpetual licence) Hanging at startup on Windows 7

From the Lightroom Forums I see others are also having this exact same problem and it’s unresolved.
I run Windows 7 Home Premium.
I upgraded from LR5.7 to LR6 (perpetual licence) and then ran it up and did some Library and Develop work and exited opting to backup catalogue - all good. (I thought I might have exited more than once without backing up but I'm not sure).

The NEXT DAY when I went to run up LR6 it presented me with a "Server Busy" dialog box on the splash screen (and it went a bit further and displayed the side panels - no catalogue specific data appears in those side panels when they do display)). When I tried to capture this with the snip tool, it disappeared when I clicked on the Windows start menu. Any activity and I got the “....(not responding)” message – it had hung.

After that, irrespective of reboots and restarts, LR6 startup did not get quite as far, but it still got to a splash screen (without "Server Busy" dialog box, or display of side panels).
I have screen shots of screens – they are different but both fit under the generic title “Splash Screen” - they are attached
The “Server Busy” dialog box has the following message:
“The action cannot be completed because the other program is busy. Choose “Switch to” to activate the busy program and correct the problem”. There are three radio buttons in the box labelled: “Switch To....”; “Retry”; “Cancel”.
When I click anywhere excepting the “Switch To...” button, the dialog box disappears and LR hangs. If I click the “Switch To...” button, the Windows Start menu displays and the dialog box disappears (and then everything hangs).
Then, Jim Wilde, guru on LR forum (many thanks), suggested I log out and back into Adobe.com - I did and I got the splash screen with the "Server Busy" dialog box and some side panels as well on the splash screen - So this (signing out /back in) did make a slight difference to how far the splash screen stuff went. However this only worked once, then I was back to the splash screen without “Server Busy” dialog box, or display of the side panels on subsequent reboots/restarts irrespective of logging out / in.
Then today is a new day, I logged out/in, ran up LR6 and got back to the "Server Busy" dialog box/side panels and splash screen (once only). Repeated attempts and I'm back to the splash screen without side panels and “Server Busy” dialog box. After several hours – there is some sort of timeout in play - when I sign out/in, and I run up LR6 I get the "server busy dialog" (once only). I also get it once only if I just sign out.
On further attempts I just stay signed out of Adobe.com and get similar results. First time I get the “Server Busy” dialog box then further attempts give me splash screen only. Until a period of time (hours) goes by.
