"Waiting for connection" "cannot sync desktop with mobile" "edit/preferences/lightroom mobile say not signed in but I am" was not fixed with latest update!!!!!
Could you try to quit Lr Desktop, re-sign-in via the Creative Cloud app and restart Lr Desktop again. In addition could you open up Help->System Info and confirm that "Lightroom version: CC 2015.1.1" is listed. - Guido
