LR Feature Request: Annotation Layer for Retouching

The ability to draw, paint, type text on a hideable layer to help with a retouching plan for Lightroom or later in Photoshop.

While I paint with a small brush saturated colors using a Color Adjustment Brush in LR Classic CC, there is never enough density to see it clearly, particularly when I'm painting over dark areas. I would love to be able to draw (arrows, circles, etc.) as well as type in text notes in whatever color I choose over my RAW images. While it could be additional functionality under the adjustment brush, it would be helpful if it was a separate function which had a toggle to display on/off and if off, in the grid view there were some easily identifiable icon that indicates that this image has an annotation layer. The ability to see this and toggle off in PS after export would be greatly helpful as well. And the ability to sync this annotation layer to other images would be helpful, too.
