LR Classic CC 7.4 export image sizing malfunctioning

When exporting with height and width set to specific values that would create a different aspect ratio, LR changes the size to one of the specified values but maintains the original aspect ratio, so the second dimension isn't the one specified.

I always set the aspect ratio in the crop and export just the long dimension. Easy!

There's no malfunction, that's the way Lightroom has always worked during export. It will not stretch or compress the image data of the original into a different aspect ratio during export, nor will it automatically crop the existing image during export to the requested dimensions. The correct process, if you want to a different aspect ratio in the exported file, is to crop it first to that aspect ratio using the Crop Tool, and then export.

LR maintains the aspect ratio of the exported image.

LR resizes the exported image to fit WITHIN the specified dimensions, without cropping.
