Lightroom Classic 7.4: Visualize Spots controls missing

It seems that the "Visualize Spots" controls are missing in Lightroom Classic CC 7.4 (at least on my Win7/64bit computer).

I can still activate the feature with the "A" keyboard shortcut, but the UI controls (the on/off switch and the amount slider) at the bottom left are missing for me - see screenshot, below.

Anyone else?

I've thought about this for a while now, so for what it's worth... what really threw me off is the "logic" that tool controls which are essential (sometimes more, sometimes less) are tied to a UI element that can be hidden altogether, such as the toolbar.

What I would have expected in this situation is that, even if the toolbar is hidden, activating a tool like Spot Removal (or the brush, gradient, radial filters, etc.) would make the additional controls for that particular tool visible.

Just a thought.

I keep my toolbar on ALL the time but I have a 27" iMac but I suppose if people are on smaller screens they may keep it off to show more of the photo.  While using the spot tool you can always hit the A key to turn visualize spots on and off if the toolbar is off.
