Lock layer hotkey - bug?

Hi,
I'm using Photoshop CC 2018 (19.1.3) and I have a question about the hotkey forward slash ' / '
I checked the official hotkey list from Adobe and it seems ' / ' is used to "Toggle Preserve Transparency". From my testing, it seems it actually toggles the last type of layer lock you used (lock transparent pixels, position, nesting, etc). Is this a bug or is the hotkey list unreliable?

Furthermore, though less of a problem, I didn't find ' Ctrl + / ' in the list, which seems to enable 'lock all'.
Any thoughts about it?

So the hotkey list is wrong?

Kind of. It locks transparency by default if layer had no lock before.
It even locks transparency for smart objects which is bug :-D
