Lightroom CC: Local back up

maybe i am wrong but right now (and according to adobe tech support) storing a copy of an original locally involves the LR CC prefs and checking the "store all originals locally" and pointing to a location able to hold all originals which most likely is an external HD....this location also holds the library file, which means if the external HD is not connected LR CC will ask for the library file.....another issue is that LR CC will only back up files that were added AFTER this check box was checked and that external location set up....
i would MUCH prefer a local library file (just like the way it is now, even with the option to have some originals) on my internal SSD, work from that wherever i am, files are stored there until i get wifi and when an external HD is plugged in, a mirror copy of my cloud is created or all changes registered....
so in prefs there would be 2 "local" locations....one (in my case the internal SSD) doing the same as right now and another one (on my much larger external HD) simply for back up, a 1 to 1 mirror of the cloud (which i then can back up to backblaze) 
so i would work with the cloud, have a backup of everything on a local HD which in turn is backed up to another cloud.....

This is an extremely good suggestion.  I face exactly the same issues and would appreciate a similar solution.  My preference would be local hard disk (on my computer) mirroring of what is on LRCC (cloud version) and an ability automatically to create a back out of all those files to an external hard disk.  Whilst enjoying many aspects of LRCC, I find the current filing system and export limitations make me feel very uneasy about the security of my images.  I want to have LRCC, 2 local replicant files and the ability to store in a separate cloud server (eg Dropbox or iCloud). I want to spread my risk.

update: so adobe tech support was wrong several times....the library file actually has to be on the boot drive, so now even after i choose a location on an external HD, the library file remains of the internal (boot) SSD and LR CC is now in the process of moving all existing originals from the internal SSD as well as downloading all other originals from the cloud to the external HD location specified in the prefs....
