Local Adjustment Effects no longer alphabetical...

The local adjustment presets list is impressively out of order, and only in the latest version. Should I be reinstalling?  High Sierra + Photography plan.

@Nik Has it started after upgrading to High Sierra ?

Don't reinstall, that will solve nothing. It is a glitch caused by an incompatibility between Lightroom and MacOS High Sierra. Adobe will have to fix it in the next update.

Two people have reported that clicking Restore Default Presets at the bottom of the preset menu will properly sort the presets.  (Don't worry, your presets won't get deleted.)  Screenshot:

Did they also check if the sort order remains correct after restarting Lightroom? Some other presets are affected too, such as your external editor presets and import presets. Adding a new preset also seems to solve the problem, but that is only temporarily. After restarting Lightroom the presets are once again in random order.
