Are you using Photoshop CS6?

What do you mean by "jumpy"?

Liquify in Photoshop CS6 is using the GPU very heavily, so if there is a problem in your video card driver - that can show up in Liquify.
So which GPU are you using? And have you updated the driver from the GPU maker's website?

I am talking about it being jumpy and unstable in CS6 ... using the exact same computer (Mac Pro with factory graphics card) that I was/am using CS5 and not getting this problem.

The liquify tool - top tool selection has a circular brush outline which is now bolder and thicker than before in CS5. As I move it around, the movement is not as smooth as before. Its harder to use for that reason. Its less exacting and more unpredictable.

OK, so that does sound like a problem with your video driver.
(CS5 did not use the GPU in Liquify, and ran much slower)

What GPU do you have in your machine?
What OS version are you using?
Is the GPU enabled in Photoshop's preferences (under Performance)?
