Photoshop: Liquify brushes affecting entire image, not parts chosen

Liquify tool affects whole image - meaning if I use the bloat tool, the whole picture bloats out. Same for all other tools - affects the whole image not individual parts that I choose!
Using ATI Radeon HD 5870 card.

First, check the radius of the brush you're using in Liquify.

And make sure you have all the Photoshop CS6 updates installed.
