Photoshop CC 2017: Liquify Window Does Not Show Up

Hi, I'm using Photoshop CC and liquify has always worked for me so far. I don't think I clicked anything different but now there seems to be a problem with the feature. When I go to Filter -> Liquify, NO window shows up. After clicking that option, when I try to use my mouse to click anywhere in the Photoshop window, the error sound comes up - the familiar sound when there's some browser that is popping up that needs to be closed. Except in this case, I see NOTHING. I have to press esc for that sound to go away. Please help.

What have you done for trouble-shooting so far? 

Restoring Preferences after making sure all customized presets like Actions, Patterns, Brushes etc. have been saved might be a good starting point:
