Elements: Is there a way accessing images in Google Photos through Organiser without having to download all the photos?

Hello, I have all my Photos at present in the cloud on Google Photos.  I have just bought Elements 2018.  Is there an easy way of linking PS to Google Photos and accessing and editing photos through PS Organiser without having to download all photos on to my laptop?

No, Elements can manage the files on your computer, not in the cloud (organizer and editor).
What can be done is to use common solutions to 'sync' your photos in the Cloud to your computer:
- GoogleDrive
- OneDrive (my choice)
- Dropbox
- ...

Those services manage the synchronization automatically.

My Elements 15 monitors and imports from my OneDrive pictures folder.  The organizer does not copy photos but rather makes a thumbnail and records the location of the actual photo.

OneDrive and GoogleDrive is like Dropbox a Cloud-sync utility. Meaning a directory on your computer is synced to be identical with a directory in the cloud.
Because the directory on your computer is in effect a regular directory, PSE can monitor and include the images in a catalog. 
Google Photos does not keep a copy on your computer and thus, PSE cannot monitor it or/and include the images in a catalog.
