Lightroom Unstable and flip-flopping to Lightroom (not responding) at top of Window

Lightroom 5.3 is very unstable on my Windows 8.1 Laptop. The screen keeps changing from "Lightroom" to "Lightroom (not responding)". It's flashing at about 1 second intervals. The Loupe Info Overlay is flashing normal and full black at the same time. This can go on for 1 to 2 minutes especially when I;m using the HSL Bug. None of my other windows are doing this at this same same time.. I'm on an HP TouchSmart m7 Laptop with 16 GB of RAM and an Intel I7 Processor. I'm working on DNG Image Files when this happens. I can select a different window and Lightroom stops the flashing. I come back to Lightroom and it starts up again. I've removed, redownloaded and installed LR5.3 and no help. It takes about 5 minutes for this to start after I open the application. The Task Bar is showing both "Lightroom" and "Lightroom (not responding)" flashing and moving. Sometimes I see something labeled "bezel" flashing with lightroom on the task bar. Help!

i am having this issue as well....Newest install of lightroom 6, windows 8, GeForce GTX 660, i5 3.2 ghz...makes the program unusable.....there are loads of complaints about this topic (most are YEARS old) with NO answers.....may need to move to another product.
