Lightroom: Slow down Scrolling in Folders/Collections/Keyowrd panels when dragging/dropping entries

When trying to move a subfolder, sub-collection or sub-keyword to some other parent in the appropriate panels, and if the move target is not visible in the current view of the panel, the very fast scrolling that starts as soon as you hit the viewing border makes it impossible to aim at the move target.

Since there is no Cut/Paste options on these structures either, it is almost impossible to move a substructure into a new parent if the new parent is not visible to begin with.

Normal Windows behaviour would be slow (tic-tic-tic) scrolling, which eventually becomes faster if you move the mouse further out of the viewing area.

I've been able to work around this problem in the keyword panel by pre-filtering, but there's no such work-around for folders/collections.
