Lightroom SDK: provide "Computer/Lightroom is idle" status and/or event.

I would like to schedule plugin activities for when computer and/or Lightroom is idle.

Example use cases:

- Assuring ExifMeta metadata is up2date, catalog wide.
- Assuring DevMeta metadata is up2date, catalog wide.
- Assuring keyword database used by Keyword Consolidator is up2date.
- Automatically export changed photos.
- etc.

Ideally, Lightroom would call registered plugin functions when idle for user specified time, but even providing a polled status would work.

Obviously, these tasks would need to stop processing when computer/Lightroom becomes active again...

This can be accomplished now, sortof, by periodic tasks, but the problem is some operations are not easily interruptible (need to be done as a unit, perhaps tying up the catalog), in which case there will be some hesitation in the Lightroom UI. (a bit of stuttering when user first resumes work, would be acceptable me-thinks).

Bonus Idea:
Have Lightroom itself take advantage of this too - e.g. assuring previews are re-created for all photos for which it is out of date.
