Using the Import Module's, Copy As DNG

I have unchecked 'Into Subfolder' when I select this Destination folder on my server:

O:\PhotoLibrary\...\0-DNG-RAW\

Yet instead of placing the Copied DNG files into the folder I selected, it creates a couple of subfolders and places the DNG files there by likely extracting the labels from the source filename (2011-04-18-Band_...-12.nef).

O:\PhotoLibrary\...\0-DNG-RAW\2011\2011-04-18

Is this expected behavior ?

This behaviour has not changed since previous releases.

This is exactly what I do in my import preset. This is what "organize by date" has always done. The folder you give it is the top-level folder, and it arranges by date, including any slashes you have in there. It uses the metadata to construct the folders.

Since your data is "YYYY/YYYY-MM-DD" (notice the canonical path separator in the format string) it creates the file foo.dng in .../0-DNG-RAW/2012/2012-04-18/foo.dng.

If you want to dump everything in the top-level, choose "Into one folder".
