For Canon or Nikon or something else?

I don't see exactly what you're asking for, and Adobe isn't going to talk about future intentions.

For your interpretation, here are the Tokina profiles supplied by Adobe that I see for both Canon and Nikon:

Tokina AT-X 116 PRO DX 11-16mm F2.8 - RAW
Tokina AT-X 124 PRO DX 12-24mm F4(IF) - RAW
Tokina AT-X 124 PRO DX II 12-24mm F4(IF) - RAW
Tokina AT-X 16-28 F2.8 PRO FX) - RAW
Tokina AT-X 165 PRO DX 16-50mm F2.8 (IF) ASPHERICAL - RAW
Tokina AT-X 17-35 F4 PRO FX - RAW
Tokina AT-X 535 PRO DX 50-135mm F2.8(IF) - RAW
Tokina AT-X M100 PRO D 100mm F2.8 MACRO - RAW
Tokina AT-X M35 PRO DX 35mm F2.8 MACRO - RAW
Tokina AT-X107 DX Fisheye 10-17mm F3.5-4.5 - RAW

In addition there is one Tokina lens profile for Sony:
Tokina AT-X 116 PRO DX 11-16mm F2.8 - RAW

And looking for profiles supplied by third-parties available in the Adobe Lens Profile Downloader I see the following descriptions for Tokina 11-16mm lenses:

For Canon:
Tokina SD11-16mm f2.8 (IF) DX - RAW - crop frame
Tokina 11-16mm f2.8 AT-X PRO DX - RAW / JPG - crop frame

For Nikon:
Tokina 11-16 mm f/2.8 - RAW - full frame
Tokina 11-16 mm f/2.8 - RAW / JPG - crop frame

I am looking for the profile for Nikon. I see they have the profile for the AT-X 116 PRO DX but not for the AT-X 116 PRO DX II

Yeah, there is only one DX II lens in the list and it's not an 11-16.

So, no there is no profile from Adobe and it is unknown if and when Adobe or a third party might create one.

It is possible that one of the third-party Nikon ones is the DX II but since they don't have such things in the descriptions it's hard to say without trying a raw file from that lens and seeing if LR detects a matching profile based on the internal lens id.

If you have that lens and the wherewithal, then you could be the third party that creates the first profile using the Adobe Lens Profile Creator.

Steve, thanks for your helpfulness, the lens has been out since Jan. and I see that DxO Optics Pro will be supporting it next month but I prefer to use the auto settings built into LR if available so hopefully Adobe will add in their next update. I just upgraded to LR4.4 to support my Nikon 7100 but did not see the new lens profile added yet. *Fingers crossed Adobe is listening and will add in next version!
