Lightroom importing JPGs next to RAWS even though I don't want it to

So the box on General Preferences that says "Treat JPEG files next to raw files as separate photos" is unchecked. I've also checked "Don't Import Suspected Duplicates" and I've check the box for New photos only.

However, LR is taking the JPEG files next to the raw files and importing them, too. And, when I quit the import part-way through to try to diagnose the issue and then later restarted, it reimported all the JPEGS and raw files again, making duplicates of the ones already imported, adding -2 to the file names. Ugh.

Seems like a bug to me. LR 5.4 on a Mac running 10.9.3

Lightroom needs to provide a means by which the type of files to be import can be specified. The media should be scanned and a list of the types found should be presented, probably in a drop down menu.
The user can use this menu to select which files (by type) she wants to import.
If my SD card contains .RAF and .JPG files the menu should give me three options:
- import only RAF files
- import only JPG files
- import ALL files

This has been requested many times. Just adding to the list of requesters.
