Lightroom: Develop module using wrong image orientation and stretching images.

I have a lightroom catalog where images in the loupe/grid modules are disagreeing with the develop module about the aspect/orientation of an image. For example, an image will show in portrait mode in the loupe (which is correct) and the develop module will show a landscape orientation image. In develop the orientation of the image is right but it's been stretched to fit a frame with the wrong aspect ratio. Interestingly, existing edits (e.g. red-eye correction) are applied in the develop module but they're showing up on the wrong part of the image.

I can correct it by removing an image from the catalog and re-adding it but that's no solution at all since it loses all edits, tags, etc.
