If I try to import an image with the name written in cyrillic, the import module will propose me the image but will not import it.
There already was this problem in LR3 and it still exists in LR4.

I suppose that there are similar problems with other non latin characters, but chinese japanese, etc. use a different encoding (utf-16 I think) when Cyrillic and latin use the same (utf-8)

UTF-8 can represent every unicode character. This doesn't mean that an app can translate or display the glyph associated with that character. There are plenty of UTF-8 glyphs in Cyrillic code pages are not in the usual Western European code pages.

What platform are you on? Is the OS localized for the Cyrillic language the filename happens to use? Is Lightroom setup to use Cyrillic? Do you get any error messages when you attempt to import the image? Are you Adding or Copying the image to your catalogue? If Copying, is the image moved to the right location?
