lightroom 5 isn't downsizing image to specified width and height when "don't enlarge" button is checked.

It used to be in previous versions of Lightroom, that I could export a 5600 pixel width file and set the export width to 5000 pixels. Then I could check the "don't enlarge" button, and at the same time, images that were cropped to less than 5000 pixels would not be enlarged. So larger images would be downsized to 5000 pixels, but smaller images would retain their cropped width. But in Lightroom 5, now if I check the don't enlarge button, then nothing gets upsized OR downsized. Is this a bug???

Yes it is, or rather was, a bug in an earlier version of LR5, but has since been fixed. Suggest you update to either LR5.5 or the latest LR5.6 version.

What Jim said, but also - whenever you're having a problem like this, first step should ALWAYS be: update to latest version, unless you're operating in a strict version-controlled environment..

People investigate problems using latest version, and fix the latest version when they find them, so if you're running an older version, all bets are off..

I'm assuming you won't have the same problem in Lr5.6.
