LIghtroom 5.0: sometimes (develop) presets are not applied.

This represents a photo properly auto-toned:

Note: auto-tone "button" is disabled, as it should be - so far so good...

This is the same photo after a preset applied:

Note: Settings are same as before the preset was applied (i.e. the auto-toned values), and thus the auto-tone "button" is disabled still.

Here is an example of the preset that was applied:
(actual settings values in this case were different than what's shown here, but the actual settings don't make a difference to this phenomenon - the point is: they're legal but they are not being applied)

s = {
id = "4FC56BB6-2231-447F-99D3-8D40E2026FC0",
internalName = "Otto Tone",
title = "Otto Tone",
type = "Develop",
value = {
Contrast2012 = -25,
Exposure2012 = 1.15,
Highlights2012 = -11,
Shadows2012 = 11,
Whites2012 = 33,
},
version = 0,
}

Note: this problem only occurs sometimes. In this case, the preset was applied by a plugin, but the same problem can happen when Lr is applying a preset, e.g. during import, especially if said import includes auto-toning.

Note2: Internally, the basic setting values when read back after applying said preset (and after a 6 second delay) are:

-999999, -999999, -999999, -999999, -999999, -999999

Look familiar Adobe? (these are the "I'm thinking / re-computing - gimme a second" values).

Note3: the "Otto Tone" preset was applied after an auto-toning preset (named "Auto Tone", but only after the auto-toning preset values had completely stabilized (reached steady-state legal values). So, I can see no reason why the 'Otto Tone' preset did not "take" other than a bug in LR.
