Lightroom: LR4 video color artifacts wit sudden movements

I record my videos on Nikon D5100 (1080p 30fps) and import to Lightroom 4.
When I play the videos outside of Lightroom, the quality is very good.

When I play the same video inside Lightroom or export the vidoe from Lightroom (saving in the H.264 format) Lighroom codecs add very unpleasant rainbow artifacts around quickly moving objects. It looks like bands of rainbow colors which appear around quickly moving objects on video.

No such artifacts are present in original video - only when played within Lightroom or when exported by Lightroom.

See two attached captured frames. These are images of a snapping turtle - first with a grass moved by a srong wind (see artifacts around grass) and second when turtle strikes - this is very fast movement and artifacts are extremely prominent.

Did anybody see this problem with Lightroom? Is there a way to fix it?

I observed the same bug in Premiere Pro CC. Adobe may have an issue with H.264 codec.
