Lightroom: LR 4 - Export file size errors with Process Version 2012

I am unable to export a file to a specific size 1600 x 900 I will always get a 1350 x 900 image. Resize to fit is checked, Width and Height are set to 1600 x 900 pixels and resolution to 300 pixels, same thing selecting the Dimensions option. This feature worked flawlessly in version 3. My original RAW files are 4896 x 3264

To add further information, old versions (Process Version 2010) export correctly, it is only files that have been updated to Process Version 2012 that will not export to the desired size.

The behaviour is correct - LR never stretches images to the desired size - it only fits it into the specified area. So it is expected that a 4896 x 3264 image with aspect 3:2 will result in an exported image that has also 3:2 aspect ratio and just fits into 1600 x 900 (-> 1350 x 900).

Please check whether you already cropped the older image in LR 3 / PV2010 to 16:9...

P.S. This behaviour did not change from L3R to LR4.
