In the bottom example, you have more than one photo selected. Your 'active' or target photo doesn't appear in the grid. Lightroom takes the settings from the "most selected" within the selection.

In the top example, your circles do not match the selected image in the film strip. I suspect you have more than one image selected here as well.

1) In the bottom example, the applied filter lower right as shown on the screen print is >4stars, which means that only images with 4 stars or more should be selected, regardless of how many are selected. The displaying of 3 stars on the panel is in error, since per the program there cannot be any individual images with that rating in the selection.

2) In the top image. pardon my laziness for not circling the selected image all the way to the left of the screen - please see newly-uploaded screen print. Only one image was selected, my custom 3blue filter was in force, yest the single image display shows no stars and no color for the image.

I cannot duplicate what you are seeing.
The correct star value and color label is selected and displayed on my system.

Perhaps it depends on what image was active **before** the library filter was applied?

I could imagine that this could happen if previously, a no-star image (first screenshot) or three-star image (second screenshot) was active, and the if the library filter was applied, the star rating got stuck on the previous state. I will try to reproduce it later...

P.S. a) LR and OS version would be interesting, b) the color box seems to be correct in both cases, so you only mean the stars?

-- edit: corrected no-star/three-star, was swapped --

I tried to reproduce it on LR 3.4.1 and 3.5RC on WinXP (32 Bit) as described in the scenario i "imagined" before, but everything is OK. I took some images in a test catalog, made half of them green with two stars and the other half red with five stars. After activating a library filter ">= 4 Stars" while a green two-star image was active, the active image changes to the next available five-star image, and the five stars and red was correctly shown in the toolbar. I tried different images etc., the toolbar was always correct.

However, the screenshots clearly show a mismatch between the active image and the toolbar, so the effect seems to be there, but it is not reproducable yet...
