Lightroom CC unable to import video in only my user account on Mac

While importing videos, I get an error message saying that LR was unable to establish a connection to the Dynamic Link Server. Have spent about 5 hours on the phone with tech support on multiple occasion but have not been able to resolve the issue. None of the other solution on similar threads like purge cache, clearing the plugins of quicktime, reinstalling LR, checking with another catalogs, converting footage to different formats has worked. The only thing that let videos, any videos (3gp, wmw, avi, mov) import is by logging out of my primary user account and logging in to a freshly created user account on my iMac.

Hi,
This is Lightroom CC. I have a creative cloud subscription and this is the latest version that I downloaded and reinstalled yesterday hoping that it would fix the issue but failed.
