Lightroom should scroll in FILL view

I just noticed that scrolling doesn't work in FILL view in Lightroom Classic CC.

Since FILL view, by definition, is a view bigger than the screen, you should be able to scroll (vertically or horizontally, depending on the aspect ratio of the image vs. that of the screen). But for some reason, scrolling (I have tried 3 different input devices) doesn't work. The only way to move around in the image is to use the hand to scroll around.

FILL should scroll just like N:1 does, when N:1 creates an image that is larger than the screen.

I am converting this to a feature request (Idea) as it is your recommendation for a change in existing  as-designed functionality.  People who agree with the change can express it by clicking the [Vote] button at the top right. 

That said, this would break my current workflow. I routinely use the scroll function to move through the filmstrip as I evaluate in Fill view.

I'm confused by your comment, Rikk.

If I am in, say, 2:1 magnification, I can put the cursor on the image and scroll around in it, or put the cursor on the film strip and scroll in it. But if I use "Fill" view, I can't scroll in the image, but can still scroll in the film strip. Is there something about your workflow (which I suspect is highly optimized) that we should know?

I tend to use the mouse to scroll in the image, and the left/right keys to scroll in the film strip, which works well for me.
