Lightroom SDK: LrShell.openPathsViaCommandLine doesn't work

LrShell.openPathsViaCommandLine doesn't work -- it passes the wrong arguments to "cmd.exe". It seems never to have been tested.

For example:

Microsoft's Sysinternals utility Process Monitor shows that the following command line is executed:

"C:\Windows\System32\cmd.exe" /c "c:\windows\system32\notepad.exe" "\\psf\Home\Desktop\All Messages.log"

This command fails due to incorrect quoting. The quoting conventions for cmd.exe are wierd -- a quick Google shows the correct way to quote that command line:

"C:\Windows\System32\cmd.exe" /c ""c:\windows\system32\notepad.exe" "\\psf\Home\Desktop\All Messages.log""

This appears to be fixed in LR 6.0.1 / Windows 8.1.
