When I import Photo's into LRC 9.3  it appears that the Software is stripping out  and or wont display my Photos that have GPS coords.  I have GPS active on my Cell phone and on my Canon 7DII.  I am forced to manually chose a location.  Could I have a import Preset wrong?

Check your metadata import presets. I suspect you have it set to clear the GPS data on import. I have accidentally done that type of thing in the past

found my issue. I have a Import metadata preset and the GPS option was checked and Blank. which omitted the GPS coords on import.  Duh!!!  Sorry Loose nut behind the Camera!

It's a common mistake caused by hidden behavior in the user interface -- nothing indicates to you what's going on.
