Lightroom 6.1 Library module locked into "loading" and becoming unusable

In Library the module it displays "Loading" in the main image window and is using 34% of the processor resources continuously. If I go to the Develop module it stops, if I go back to Library it restarts the behaviour. If I close and restart it begins the same behaviour again. While it is in this mode of operation it becomes so unresponsive that it is unusable.
