After a rather lengthy chat with Adobe, I was told that you cannot enable a feature/setting to allow the user to reposition the marquee/cropbox in Lightroom (as opposed to the default setting of moving the photo beneath the marquee). This would be similar to enabling "classic mode" in Photoshop. It seems like a fairly easy thing to do, and much more intuitive. It takes me at least five times longer to position crops using the default method. I'm assuming that this was done to streamline the UX for both the desktop and mobile app versions of Lightroom, but I believe it was shortsighted not to include a way to change the setting.
