Lightroom, Elements or Photoshop?

I'm considering either Lightroom or Elements. I want to do the following things: edit in RAW, use actions, batch edit (among other tasks that can be done in Photoshop). Can I do these tasks in either program or do I need to buy Photoshop?

Edit in raw is available in all 3 softwares. In Elements the ACR module has less options but you can use the editor for the missing ones.
Playing actions is possible in Elements for specifically written ones, but you can't create them. Lightroom uses 'presets' instead of actions. Very flexible.
Batch edit:
That's a full Photoshop feature.
There is limited set of batch commands in Elements ('process multiple files').
However, if you use the ACR raw editing plugin, you can apply the same edits to a batch of pictures. (same for Lightroom).
Layers are available in Elements.
