Just to add, this link is not for the Creative Cloud version, therefore I am still not able to use the app despite having a subscription the CC.

Have you got the CC app installed?  Or is that what you're having trouble downloading?

I have CC app installed. I had to manually define firefox to open the aam protocol with the CC app. However I see no indication that the download is underway. Under the Home tab in the CC app i have a button "Install Adobe Apps", though when I click this nothing happens.

When I am attempting to download from adobe with firefox: which will open the CC app (After I explicitly tell it to use CC for aam protocol links), after which nothing happens.

Ok, great, so it's a Creative Cloud problem rather than a Lightroom one specifically (which makes no difference to you, but affects who can be the most help!)

Can you click the cog icon in the top right corner of the CC app, then sign out and sign back in again please?  https://helpx.adobe.com/creative-cloud/help/sign-in-out-activate-apps.html

If that doesn't do the trick, there are a couple more suggestions in this thread: https://forums.adobe.com/message/7604528#7604528 and this thread: https://forums.adobe.com/thread/1648803
