Lightroom classic: Edit in Photoshop: Dialogue box not presented for .dng and .raf files.

When selecting a .dng or .raf file for editing in PS the dialogue "edit photo with photoshop 2019" is not presented.  The image is displayed in PS.  The dialogue box is displayed for .tif files.  This behavior seems to be new with the last update.  Mac OS Mojave 10.14.3, Lightroom Classic CC 8.2, ACR 11.2 Photoshop CC 20.0.3

With raw files the only option is to open the file using Camera Raw to apply the non-destructive settings and allow editing in PS destructive editor.

Why would you edit a RAW image in Photoshop, when the same options is present in Lightroom.

To access editing options that are NOT in LR or are easier to use with PS's destructive editing tools.

No, it is not new behavior. When you select a raw (or dng) image, that dialog is skipped because you would only have one choice anyway. A long time ago Lightroom would indeed show the dialog (with only one option selectable), but that was a very long time ago.
