Lightroom Classic 8.0: Catalog Backup Fails - "Please check your folder permissions" (Windows 10)

For the last couple of weeks I've been having intermittent problems backing up my Lightroom catalog.
I think I have already ruled out hardware.

The last couple of times went something like this:
 1) Backup to D - Failed
Changed to C - completed
2) Backup to C - completed
3) Backup to C - failed
Changed to D - failed
Skipped backup
4) Backup to D - completed
5) Backup to D - completed
6) Backup to D - failed
Skipped backup
7) Backup to D - completed

 I also backed up to Q, G and H sometimes succesfully, sometimes failing.
 C is SDD
D and E are two partitions on an internal HDD
Other drive letters are external HDDs (USB)

I'm running Lr8.0 on Win10 and not experiencing the issue.

It looks like you are using a config.lua file that was used to address an old backup problem described here - https://helpx.adobe.com/lightroom/kb/unable-to-back-up-catalog.html

You may want to try removing that file and see if it changes the behavior.  Neither of the configs on my two machines show the "Tools.OldBackupImplementation = true" flag and both are backing up normally.

You're right that config.lua is "installed"
I installed it after having these problems for some time, and after that it seemed to work fine for a bit. I knew it was meant for older versions, but thought I'd give it a try. (Since it was the only thing I could find for my error messages)
But after about a week or two, problems came back again.

I will remove config.lua again, but have little faith that the problem will disappear and stay away ...

Removing config.lua made no difference.
Same behavior, some backups fail while other are completed at the same location.
