lightroom classic cc searchable metadata limited

I need to be able to search on any exif or iptc field. For example, I need to build smart collections based upon whether or not the flash fired. Searching for "Did fire" and "Did not fire" in exif metadata and all searchable metadata currently doesn't work.

Did you take a look at the any filter plugin yet?

This seems to be working fine on my system. Have one set to Did Fire and all images that were taken with a flash show up.
And making another with  Did not Fire only show images where no flash was used.
My settings are
Match = All
Flash State > is > did fire or did not fire.
In the Filter bar on my system it works the same.
Date = All
Camera = All
Flash state = All (3 Flash States)
Listed in that column is Did Fire, Did Not Fire and Unknown.
Clicking on those option show the proper images. The Unknown entry are scanned negatives or from JPG images that the EXIF data has been stripped. Even the camera model doesn't show on those.

If you set the Metadata to search 'camera info' it displays Flash States.
