Lightroom Classic CC: Library module and Display module initially show wrong image after new image is selected before switching modules

When in the Develop/Library module, if I switch to the Library/Develop module, the Library/Develop module initially shows the last image selected in the display preview instead of the currently selected image, then the library/develop module window is redrawn and the correct image is displayed.  This is broken.

Steps to reproduce:
- Library module.  Select an image in the thumbnail list (not the currently selected image)
- switch to the Develop module.

Note that the develop module preview image will first show the last selected image, then show the currently selected image.  The old image may flash on the screen briefly.

- Develop module.  Select a different image in the thumbnail list
- switch to the Library module.

Note that the libvrary module preview image will first show the last selected image, then show the currently selected image.

Expected behavior:  Before the library/develop module is drawn after a module change, the currently selected image should be used as the display preview instead of first showing the last select image and then showing the currently selected image.

There are at least two threads on this. This only happens the first time you use "classic". Close it and reopen.

Sorry - I did a search and no other results came up.

Unfortunately, this does not occur only after the first time you use Classic CC.  I can reproduce it 100% every time that I launch and use Classic CC...
