Lightroom Classic: Cannot open file in Photoshop CC 2019 since Windows update to 1903

Since the automatic WIN 10 update to 1903 the "edit in Photoshop CC 2019" is greyed out in my Lightroom Classic 8.3.1. Removing and reinstalling Photoshop did not help.
What can I do?

Since a reinstall of Photoshop did not help: 

1. Reset Preferences: 

A Preference File will survive a Lightroom uninstall/reinstall. Sometimes weird behavior is corrected/cured by resetting the preferences. 

Reset Procedure:1. Close Lightroom.
2. Hold down [Alt/Opt]+[Shift] while restarting Lightroom. 
3. Overwrite the Preferences when prompted by the dialog.
4. Close Lightroom.
5. Restart Lightroom.Does the behavior continue after resetting the preferences?

2. Clean Reinstall of Lightroom Classic
Close Lightroom
Restart the computer
Use the Adobe Creative Cloud App to uninstall Lightroom Classic
Restart the computer
Install Lightroom Classic via the Creative Cloud App without launching any other programs.
Restart the computer
Launch Lightroom
Wait 5 minutes

Unfortunately this did not work. Neither Reset Procedure 1 nor 2 have been successful. I still see the greyed out window, offering me edit in PS 2019, in another software, using the Nik collection etc. Everything worked fine until the updates. This is a Dell Workstation with 64 Bit WIN 10 and 16 GB RAM

Peter,

Just on the off chance, is the photo you are attempting to select and edit in Photoshop missing from your Lightroom catalog? On a drive that is disconnected?

but I found a weird solution it seems to me:
- Clean install of PS 20.0.5 and LR 8.3.1, we had that without success
- open PS
- open a raw file in PS
- open LR
- open the very same file in LS
- lo and behold, full edit menu available including the Nik collection

-close PS, close LR
had a coffee
- open only (!) LR
- again lo and behold, edit menu available for any photo in LR, PS opens as I am used to.
