Lightroom CC - Stuck "Performing Initial Download" after installing backup

I recently started transferring over from Lightroom Classic to Lightroom CC.  My library was too largely simply to migrate the whole catalogue, so i was doing it in stages.  The process caused issues with memory which resulted in a problem with Outlook.  In order to resolve this, i had to use a backup to reinstate the laptop.  Having done that Lightroom CC has stopped working.  It shows as having 16,108 photos, but no previews are showing - just a blue circle.  It claims to be syncing photos - if I hover over that it says "Performing Initial Download".  It has now been doing that for 48 hours with no changes.
 
I guess that part of the problem might be that some photos were uploaded to the cloud after the previous back up was created.  

How do i sort this out?

That's why I don't want any internet on my Photo processing PC or cloud stuff. I hope Adobe gives this option soon again. Like the old days. Internet is an option not a must!

How did you perform you back up and the subsequent restore? 
What software was used? How was Lightroom handled (by the software or was it reinstalled from the Creative Cloud App)? 

Any step by step instructions you can give would be helpful in getting things unstuck.

Thanks for getting back to me.  I have managed to get it working again by deleting the library and restarting Lightroom CC.
