Lightroom CC not responding on import (windows 10)

Untill the otherday Lightroom was working on my DesktopPC a treat, and all of a sudden every time I open Lightroom  and click import images, the whole software goes into 'not responding'.

so far I have uninstalled and re-installed Lightroom.
enabled and disabled my Graphics card both in the computer system settings and Lightroom preferences but as of yet had no luck.
My temporary solution has been to create a catalog on my laptop and then transfer all the files to my PC.
Lighroom is updated to the most current version

I don't know if this is related, but there's a capitalization bug (Mac and Windows) that stops me from importing photos on my Mac. It manifests as a problem with the filename folder path. When I have the problem, the import starts but goes nowhere and won't stop. I have to quit Lightroom and restart.

But in my case every time I sync from LR mobile or generate a HDR or pano, the problem comes back and I can't import again.
