Whenever I apply a local adjustment with a range mask, if I apply any of my presets afterwards the range masks reset to being off. I have to go through and turn each of them on again.

Are you facing this issue with every image (or) one image in particular?
It would help us better if you can share screenshot/recording to look into the issue.
Can you share the system info file?
Lightroom Classic -> Help -> System Info

Your presets probably include Process Version:

When you apply one of the presets, it will set the photo's process version to Version 3 (formerly called Process Version 2012). Version 3 doesn't understand range masks and ignores them.
After applying the preset, you can go to the Camera Calibration panel and change the process version back to Version 4. And you can update the preset to use Version 4 or not include process version at all.

John is right. Please update your presets to PV4 or remove the Process Version setting.
