When I tried to import a folder to the new lightroom CC - it said disk was full. as it turns out it defaulted back to C: as cache and theres (according to adobe support) no option to move cache to D: "by design"
I have a powerful laptop' it works well with LR. but the C drive is too small to be the LR cache...

Yes, this is a known limitation. In the preferences you can change the destination where Lightroom CC stores the originals if you want it to store them, but the library itself cannot be moved.

I keep originals local library so a copy is unnecessary.  but the cache required for imports is big enough to cause problems

When you're importing them, Lightroom temporarily copies the originals into its storage space, and that's probably what's causing the error message. If you set the "originals" location to another drive, that may free up enough space for the import to complete.

As Johan said, there's not a supported way to move the rest of the data to another drive at this time.

Well it can on a Mac, I use a symbolic link to achieve this, I am sure windows has an equivalent.

There is - but its a hack - not a solution... lightroom checks how much free space there is on the drive and shows alerts according to nominal drive instead of target drive of the hardlink
