Lightroom CC 2015 - Failure to Create New Catalog

Just recently, Lightroom CC 2015 has started failing to create a new catalog. I'm guessing this is with the latest update, but not sure. I can't remember when the update came out. I discovered this problem a few days ago, but this is also the first time I've created a new catalog in a while. Here are the symptoms:

1. Open LR and choose File->New Catalog
2. New Catalog Dialog displayed as per normal
3. Choose the location and specify new catalog name
4. LR then proceeds to shutdown as if to restart with the new catalog, but it never restarts.
5. When I check the file system, the catalog folder has been created, but there is no .lrcat file.

My only workaround is to create the catalog with LR 4.4 (still works) and then upgrade it using LR CC 2015.

I'm running Windows 7 x64. I checked my Creative Cloud, and I'm running the latest LR CC, as of today, 12/18/2015.

To determine your version go to Help>System Info. The latest is CC2015.3.

Reset your preferences: Close Lightroom. Hold down [ Alt/Opt]+[Shift] and relaunch Lightroom. Overwrite the preferences in the dialog that appears.

After a reset (and verifying you are on the latest version), does it still fail?

Lightroom version: CC 2015.3 [ 1052427 ]

[Alt]+[Shift] brings up Windows properties (e.g., shortcut) for Lightroom CC.

[Ctrl]+[Shift] brings up "Select a recent catalog to open".
Choosing "Create new catalog" from here works.

You have the latest version.

When you hold Alt+Shift and launch Lightroom you should see this dialog. I see it in Win 7 and Win 10

OK.If you [Alt]+[Shift]+ launch from the menubar, you get the reset dialog. If you launch from the desktop using the shortcut created by the CC installer, it does not work.

I reset and still have the same problem as initially reported. I brought up the process manager. I can see LR disappear from the process list. It never reappears.

Next step would be to uninstall. Then, from a fresh download, reinstall. Remember to reboot after the uninstall.

I'm in the middle of a photo edit for a client, so I can't stop and do that now. It will have to wait.

A reinstall will not have any impact on the work you have already done. All of that is stored in the catalog, and Lightroom will open the same catalog after the reinstall.
