Lightroom CC 2015.5 brush is bugged

I try to use adjustment brush on my images and sometimes there's no effect and no "dot". The cursor is there, I can see two circles, I can change their sizes and switch to brush/erase easily, but I cannot "paint" the image at all. Like there's some kind of layer between my image and the brush. This happened before, in the previous versions of LR, but now it's more severe.

Current fix that I've found is to switch off/on the adjustment brush or zoom in/out the image. That fixes it.

Latest LR CC with W10 PRO.

What is the Opacity and Flow set to? Make sure they are set to 100%.

Thanks Jeffrey, but that's not the case. I use various flow values, but the thing is, when the brush is bugged, it refuses to leave the "dot" (the anchor point of every brush/gradient). It simply does not work, like I'm not retouching  with the brush at all.
When not bugged, brush works as intended.
