Lightroom 5.6 can't import as catalog with copy files to new location

Having a problem on LR5.6 Mac trying to import as catalog with copy files to new location (I want to merge two existing catalogs into one and consolidate the media onto one external drive with a consistent file structure). Problems are:

1) There is no option to 'copy files to new location', the dropdown box is blank grey next to 'file handling', but does have the 'copy to: directory path/folder' below it where I can select the folder I want to copy files to. The other two options ('add new photos to catalog without moving' and 'don't import new photos' are present).

2) If I leave the filehandling dropdown blank, but with the 'copy to:' selecting the correct folder I wish to copy to, Lightroom will go through the usual import process, including adding previews to the catalog, but will then display an error message: "Problem importing from catalog 'Lightroom was unable to copy the files for these images to the folder you selected'." The previews appear in the catalog but with the missing file icons.

Steps taken so far - checked and re-set write permissions on the drive I'm copying to, made sure I can copy to the drive and folder outside of LR, which I can. Looks like a Lightroom bug. Need to get this working ASAP as it's a critical part of my workflow.

UPDATE: tried re-setting (trashing) prefs, and using a completely different drive/folder for the destination. The issue persists.

Resorted to performing the 'import as catalog' using 'add new photos to catalog without moving', then once they were in the catalog manually dragging the folders to their new destination within LR. They copied fine this way, so I suspect this is a bug of some kind. How do I report it so it can be looked at?
